The scene is Steam City, a London-ish city which represents an entire civilization run by coal and steam power. Because of steam, the city is sometimes covered in a mist. Villains take advantage of the steamy mist to hide and execute their evil plans. Only a few dare venture into what's beyond the steamy mist. Dee Laytner and Randy "Ryo" Maclane are two New York cops taking a needed vacation in England. Dee has very strong feelings for Ryo and wants to take this chance to advance their relationship (and if he's lucky, maybe seduce Ryo). Ryo doesn't understand his own feelings for Dee, and doesn't know if he wants to (or should) acknowledge them. Their vacation and relationship is suddenly disturbed when murders and missing person reports keep surfacing around their hotel. The only common tie the cases have is that all of the victims were Japanese or Japanese descent. Dee and Ryo have to solve the case before Ryo, who is half Japanese, becomes the next victim.

The movie starts with Ran having a nightmare about her mother getting shot and killed. Ten years ago, Kogoro Mouri along with Dr. Agasa, Eri Kisaki, and Inspector Megure helped arrest a murderous card dealer - Murakami Jo. Though in order to bring the killer down...Kogoro shot Eri (Ran's mother). Now ten years later, Murakami Jo has been released from prison serving his time....and looking for revenge. Already injuring 3 people, he means business. Conan and Kogoro must figure out the next victim is and stop the killer before he actually kills.

Ran has a nightmare about her mother dying, but starts to remember what really happened involving herself, her mother, and her father from 10 years ago. Meanwhile, people are being injured by a certain culprit. Conan soon realizes that these people all have some kind of relation to Mouri, and that they all had a number in their name corresponding to a playing card and were being targeted in order, from the king down to the ace. The police soon decide that a murderous card dealer who just got out of jail and wanted revenge on Mouri is behind it. However, as injuries become murders and it is a race to predict who the next victims will be, Conan soon finds that the truth is something completely different, while learning about the incident from 10 years ago in the process.
